• What remains: A U.S. European Command ↔ Russian Ministry of Defence de-confliction phone, tested in July 2024. A Pentagon official confirmed in March 2022: "We know it works. When we tested it they did pick up." And a 1987-era email system in the Nuclear Risk-Reduction Centers — fine for treaty data exchanges, useless for six-minute decisions.
Reuters, 8 October 2024: "Russia said it still had an emergency hotline with the United States and NATO to deflate crises as nuclear risks rise" — referring only to the military de-confliction line, not the strategic presidential channel.
In other words: the adults have left the room. What's left is a field-grade officer's phone and an email address from the Reagan era.
IV. The Asymmetry That Kills

We are willing to glass the laboratory that is about to cure death in order to own the parking lot above the last oil pipe.
VI. The Governance Gap

• Fusion non-proliferation framework: 0 paragraphs
• Gene-editing moratoria: Expiring in real time (China already trials CRISPR longevity edits in non-human primates)
• Nuclear arms-control agreements: New START inspections suspended, INF Treaty dead, Open Skies Treaty buried
We are globalizing the technology and Balkanizing the politics.
VII. The Clock We Really Need
